The legal texts available on TOSSIN are sourced from official state platforms, primarily the official gazette, and are categorized by country and thematic areas to facilitate user navigation. A search engine enables users to find specific laws using keywords.

The application aims to raise awareness of the importance of legal knowledge among citizens. While laws govern societal conduct globally, many individuals only become aware of legal stipulations when confronted with violations. This ignorance often arises due to various factors such as the sheer number of laws, their complexity, inadequate outreach efforts, educational disparities, and general indifference.

The absence of a mechanism for citizens to familiarize themselves with legal provisions can lead to unintentional violations. Consequently, individuals may seek legal representation, where the effectiveness of defense largely depends on an attorney's knowledge base. The principle of justice is compromised if legal representatives lack comprehensive access to necessary information.

TOSSIN has been conceived as a means to reduce legal infractions and enhance citizen defense by fostering awareness of rights and obligations. The name TOSSIN derives from the Fongbé phrase "Fongbé tò sέn," in which "tò" means "country" and "sέn" means "law." Thus, TOSSIN aims to provide equitable access to justice by enabling citizens worldwide to understand their rights and responsibilities.

The project manifests as a mobile application that offers access to legal texts in both written and audio formats. This includes legislation, decrees, resolutions, international treaties, and terms of use for popular digital platforms. It also features a keyword search for finding specific articles pertinent to particular subjects and promotes respect for legal norms.
